BIR pauses e-invoicing system pilot for EIS amid technical challenges
The Philippines launched its Electronic Invoicing/Receipting System (EIS) pilot in July 2022, requiring selected taxpayers to report issued invoices in real-time using the EIS platform. Initially, the goal was to onboard 100 large taxpayers, with plans to expand to exporters, e-commerce businesses, and large taxpayers.
However, the program has faced setbacks, including difficulties with taxpayer onboarding and ongoing technical issues with the EIS platform, such as bugs and downtime. On November 15, 2023, the Bureau of Internal Revenue (BIR) announced that the platform was experiencing problems and paused the pilot. The future of the EIS program remains uncertain, with no further updates from the BIR.
